Unknown. Rockstar has never shown or mentioned surfing, and it is missing from every activity list Rockstar has shared so far. The surfing claims going around on social media cite no source.
Both lists above say "including" or "some of", so surfing could still be in the game. There is simply no evidence for it yet.
The surfing posts that spread on Facebook, Instagram and TikTok describe wave physics and surf spots in detail, but none of them links to Rockstar, a trailer or a preview. Some claim the information comes from leaked footage, which we don't use. Until Rockstar shows it, or players find it after November 19, treat any "GTA 6 surfing" clip as fan-made.
