Unknown. You can pet and scold dogs in GTA 6, but Rockstar has not said whether Jason and Lucia can own a pet. One Extended Look scene hints that they live with a dog, or with someone who has one.
The dog interactions come from Red Dead Redemption 2, where you could pet and study animals. In GTA 6 the same "study" option adds dogs and other animals to a checklist, and IGN spotted that petting a dog gives a small boost to your Criminal Profile, the game's take on Red Dead's honor system.
Owning a pet is a separate question. Safehouses in GTA 6 work like Red Dead's camps, with other people coming and going, so a household dog that isn't yours would fit. Rockstar has not described pet ownership, a pet store or a companion dog that follows you. We'll update this entry when it does, or on launch day.
