Yes. The Extended Look shows Jason diving off a jetty into the sea, and scuba diving, with an oxygen meter on screen, is one of the side activities Rockstar confirmed. Rockstar says you can meet sharks, rays and turtles underwater.
Water is everywhere in Leonida, from the Keys to the Grassrivers swamps, and Rockstar has filled it. Its vice president of dynamic art, Michael Kane, told Game Informer that the team wanted to include "aquatic life both inland and ocean", and the activity list includes kayaking, jet skis and airboats as well as diving.
Swimming itself has not been described in detail, but the Extended Look shows Jason jumping off a jetty into open water, and diving needs swimming to work. Rockstar has not said how deep you can go or whether there are underwater collectibles.
