Yes. As in GTA 5, you can switch between Jason and Lucia at any time while exploring, though switching may be disabled at some story moments. You can also call your partner over to play together.
There are two playable characters, Jason Duval and Lucia Caminos. When they are in a car together, you can swap seats so one drives while the other shoots at pursuers, which IGN saw in a mission and in free roam.
Splitting up is also a police tactic. If the cops know they are looking for a couple, Jason and Lucia can go separate ways, or one can take the heat while the other escapes and texts once the coast is clear. If either one is arrested, you get the "Busted" screen for that character while the other can keep running.
