Very likely, but Rockstar has not confirmed it. Planes and helicopters from earlier games appear all over the trailers and screenshots, and GTA 5 let you fly both, yet no footage so far shows Jason or Lucia at the controls.
Our take: "likely" is fair because aircraft are clearly part of the world, IGN matches most of them to models from earlier GTA games, and GTA 5 built a whole online update around flying. The Extended Look also shows Lucia base jumping off a building. What's missing is a single shot of a player character flying, or a Rockstar statement.
Rockstar's activity lists and previews talk about cars, boats, kayaks, airboats and jet skis in detail, but say nothing about piloting. That could just mean flying wasn't part of the demo. We will move this to confirmed or debunked on launch day.
