Nothing has been announced, and you should not expect it at launch: GTA 6 is sold at full price on the Xbox Store, and Take-Two has long been skeptical of putting new games on subscriptions on day one. GTA 5 joined Game Pass years after its release, so a later stint is possible.
Mashable states flatly that GTA 6 won't be on Game Pass at launch, but it bases that on Take-Two's past comments and the store listing, not on a statement from Microsoft or Rockstar. We have found no such statement, so the status stays unknown.
If you want to play on November 19, you need to buy the game: the Xbox Store lists the Standard Edition from $79.99 and the Ultimate Edition from $99.99 in the US. The same goes for PlayStation Plus: we found no announcement of GTA 6 joining it.
